But one relative in Johnson's suburban neighborhood outside Dallas told public media station KERA he was a "goofy" person who loved sports and never talked about politics. Obama did not outline any specific steps, but suggested that a starting point was the report of a commission he established after the police shooting death of Michael Brown in Ferguson, Mo., in 2014. Officers in helmets carried rifles were outside the buildings Saturday evening.

The search comes as visitors come by the headquarters to pay tribute at a memorial for five police officers who were killed a gunman Thursday night.

Dallas Mayor Mike Rawlings said that this device can be used in similar situations across the country but only as a last resort.

Armored SWAT vehicles can be seen around the perimeter of DPD Headquarters.

Upon searching Johnson's home, ATF and police investigators found bomb-making materials, rifles, ammunition, ballistic vets, and a personal journal of combat tactics, WFAA reports.

While the White House ruled out any link between him and known "terrorist organisations", Johnson's Facebook page ties him to several radical black movements listed as hate groups. "The suspect stated he wanted to kill white people, especially white officers", said Dallas police chief David Brown.

There is a locked door in the garage that police plan to breach with a shotgun, the department said. The snipers reportedly targeted white people, killing five officers and injuring seven others.

In her Mesquite, Texas home, about 20 kilometres east of Dallas, the next-door neighbour of Micah Johnson spoke quietly about the man she remembered as a sweet kid, but who she said became a different person after his time in Afghanistan.

Video showed protesters marching along a downtown street about half a mile from City Hall when shots erupted and the crowd scattered, seeking cover.

Marcus Carter was in the area when people started running towards him, yelling about gunshots.

County Prosecutor Bob McCulloch says the officer was "ambushed" during a traffic stop when he was shot at least once from behind.

Video footage of their final moments went viral online, triggering racial tensions and anger over police use of force against black people. "It was a single shot and then after that single shot, it was a brief pause", followed by many shots in quick succession.

The police department in the Gulf Coast town of Waveland, Mississippi, is among those on alert after receiving what authorities there deem credible threats against officers.
